Take your image, crop and scale.
Duplicate and set to Soft Light.
Add a new layer and fill with d1f8ff, set to Color Burn (Burn on Gimp).
Add a new layer and fill with fee5e8, set on Color Burn.
Flatten.
Sharpen and blur her face.
That’s it!
